no, probably not but that sounds painful. if you are going for mr aero position, you're probably not making that big of a difference being so low. handlebars are mostly meant to be ridden either on the top or on the hoods. the only time im ever in the drop is going down long hills so i can have all of my fingers on the brakes.i also ride shallow drop bars so the bend isnt so huge and hoopy like old schools were. if you want to cheat the wind a little bit, try bringing your hands in closer to the stem on long straightaways, that will make you profile a little more narrow. ive got three bikes, a fred sled, gravel bike and this single speed. they are all set up pretty much the same. seat perfectly level, bars about 1.25" below tip of the saddle. i dunno, getting my bike to fit right took some time but, yeah 10 cm is way too low.
