Duisburg is really just bad with money while already being quite poor. But they atleast ""try"" to keep their rail network alive, even if it's leaving lots of room for improvement.
Mülheim on the other hand is going full retard by still thinking a lot of busses are cheaper to run than a tram network in a larger city. Peak 60s mindset right there.
