Get any DSLR you can afford and get any lens.
Don't worry too much at the beginning.
The important thing is studying the concepts within photography.
Look into the exposure triangle, how ISO, Shutter Speed and Aperture affect your image and the basics of composition.
as anon above said, once you are at a point where you understand those things, you'll be in a place where you'll understand what you need from a camera and the differences it can make.
Most of all, have fun with it.
