Saint Louis is really, really good without any buffs but Richelieu just boosts that extreme dps to an even higher level. Seriously, where do you get this notion that she's bad?
Richelieu herself is an amazing ship so it's not like you even need a full FFNF/IL fleet to take advantage of her.>But her buffs are crucial if you run a Royal Navy Ships
