This is not entirely accurate. Clefairy was slated to be the mascot of the franchise, even starring in the original Pokemon manga series, but the audience responded to Pikachu (a secondary character in the manga) and so they took a different path. Similarly, Zoroark was heavily promoted (first gen 5 Pokemon revealed, got its own movie, in-game event, Pokemon Smash cast member, etc), but people didn't like it and they abandoned the "Lucario clone for each gen" concept.
You can't just sell something that people don't like. That's the whole point behind companies introducing new things: you try different different things and see how your consumers react. The reason the last couple of generations have been so creatively bankrupt is because Game Freak has completely abandoned this principle and is now sticking to playing it safe with things like super-powered forms and super-powered moves - just extremely predictable and formulaic fluff.
