Usually routes are blocked off by trees, mountains or water walled off with rocks. Back in 1998 we used to image what was over on the other side of those trees blocking routes. A literal fence with with miles of land behind it is just depressing. All that land you can see, but can't touch. Jrpg's are usually more story based than pokemon, where the whole appeal was exploration and making your own adventure. Gen 1 - 4 had story, but you still could sequence break, go back to old routes to use new HM's, ect. Hell, Gen 1 and 2 could have you beat gyms out of order if you wanted. None of it got in the way of story. Go replay Black and White, or would that be too boring since you've already run through it and know the story, so sitting through all those cut scenes would be tedious.
