No, cards are generated by councils. Looks like most of the autocracy unlocked cards are made by the staff council and secret service councils, so you need to have them working on making more cards after you unlock them by keeping your autocracy high.
There are also certain cards you can play that let you interact with the groups (cults, corporations) within your empire. Making decisions there also changes your profile. Just because you're one profile doesn't mean you can't get bonuses from other profiles by the way. If you can keep your scores high, you can get unlocks from other profiles, but they limit and suppress each other in a rock-paper-scissors way, as shown in >>133591>>133526
By the way, the profiles are [meritocracy, autocracy, and democracy], [enforcement, commerce, and government], [heart, mind, and fist]. In particular, the three governmental ones change how your government is organized, dictatorship vs senate vs various levels of freedom of voting. I don't know what voting actually does, but that's there.
It is also worth noting, almost everything you do, be it through choosing answers in events or playing cards has an actual, real affect on your empire/the world. If an event lets you shoot striking workers (a typical autocracy choice) then those workers will be shot and they will die and lower you worker population. If you play a card where you go through and expel people causing problems, those people will be expelled and others will be killed in the process. If there's a choice to let some guy hang around a city, you'll be able to go visit that guy at any time. Basically be careful not to kill all your people being autocratic.
