I can't speak for everyone, but when I lived in a flyover state for college, I would frequently get stopped by the police for walking. The assumption is in some areas that if you're on foot, you're probably a dangerous criminal (I should also mention that I am dark skinned). There are many stories about dark skinned people being murdered by law enforcement for the crime of walking.
I sometimes have to visit flyover states for work (not anymore with COVID-19) and let me tell you, the idea of booking a hotel next to the conference center and walking instead of driving is seen as quaint at best, more likely politically charged, and sometimes aggressively offensive to some.
Here on the coast it's the opposite, driving is seen as a low class thing for poor, criminally inclined brown people. When you hear coasties asking the local government to ban cars, what they really mean is ban the shitskins. They're too "woke" to say that out loud, so they channel all their racial paranoia against automobiles instead.
