It's god-awful as an RPG, genuinely 10x worse than when you take it as what it really is, so a shallow map-painter made by people who genuinely can't deliver a game with other mechanics than map-painting, even if they try.
Paradox CAN'T make a game that isn't about blobbing the shit out of your starting position. They genuinely can't make a game about going tall. They've tried with Vicky, they somewhat succeeded, but that didn't sell particularly well, so their reaction was to just shit out as easy, as streamlined and as simple map-painters as only feasible under the guise of delivering "grand strategy game". Which in their post-CK2 era means "a shallow as fuck game about painting the map your colour, while pretending that the amount of buttons to click transfers to depth of the gameplay".
EU2, a game that can run on a 15 yo phone (not even a smart one), has more gameplay depth than any given DLC-based title from them. And you know it (assuming you are aware they used to make games prior to CK2 and didn't just came up late for the show).
Their most successful game, in terms of their capacity and formula, is HoI series, somewhere between 2 and 3, where is the right amount of depth and accessability to make it worth playing and in the same time possible to get into it. So naturally they had to shat their pants with 4, where taking world over as Luxemburg isn't a hardcore challenge, but something the biggest scrub can pull off without even fully understanding gameplay mechanics.
