Not really. It might have been when that calculation was made since people could cycle and keep it up forever, and furthermore you could swing a 6 AP twohander and then go into "I don't die" mode. So frontline BF twohanders both had the best damage and were able to go into turtle mode as long as their FAT allowed them whilst BF tanks would just sit there bodyblocking the enemy and cycling constantly. Furthermore it was possible to make a Lone Wolf (the perk, though it worked best coupled with the origin) who'd be able to go into a Reaver or Chosen camp at level 11 (you needed every perk point), stand on a hill and cycle+roundswing with a greataxe until all the barbarians died. You'd need to bring two axes for some camps because durability would run out. I did it and the only non ranged enemies that were impossible to solo were massive ork camps because their raw damage is too high, round swing isnt good enough to mass murder warriors no matter what, and the Warlord is also impossible to take out quickly with a 2h axe.
However we don't live in that world anymore. You can't keep indom up permanently anymore, and you sure as hell can't use it on someone with a greathammer and still get your attack off. Two handed users have to pick if they want to be able to indom or use the weapons that cost 6 ap to attack with and BF shield tanks who want to Indom more than a turn or two will need absolute tons of fatigue. No matter how many people whined about this it is a good change because we have more builds that are viable, there is no win all end all option. Plus, now the crutch many used to get by Chosen and armor breaking foes in general is gone.
Some number crunching about reaver throwing weapons post WotN when everyone started going crazy for em revealed that their damage was so high that there was no reason to use anything else. So they got nerfed. Still great, but don't render other shit in the game nigh pointless.
