I agree he should have done more (or at least tried to) in the seven centuries that he stayed in Goldoa, but what else could he have really done, especially when his initial goal was to prevent conflict between groups that wanted to fight? The covenant was respected in the first few centuries, so he just spent them trying to commit suicide, and by the time it was started to be broken and he felt he needed to intervene Lehran was nothing more than a legend. Sephiran did finally go back and try to fix things with Misaha, only to inadvertently cause a bloody political coup and the genocide of his people. He did try to fix it. Probably too little too late, but he also had lost the ability to sing galdr so it's not like he could just go around and sing people who want to fight into feeling calm either.
